Risk Management in Maritime Transportation Networks

This paper introduces a new methodology for integrating risk management procedures into planning and design of maritime transportation networks. The methodology consists of several steps. At first an operational risk model for generic structuring different risks in maritime transportation networks is developed. The model establishes parameters for risk evaluation purposes. Then the underlying maritime transportation processes that constitute the network are modelled for simulation. This leads to a system description on an operational level which allows the application of the operational risk model to a specific use case. In this way, the detection of complex cause-and-effect chains and associated risks is facilitated, sub-process and process interfaces that have an influence on the overall risk situation of the transportation network can be determined and the simulation studies can be conducted for further analysis. The next step defines a procedure for evaluating risks, integrating aspects of risk quantification and risk aggregation. The final step of the methodology deals with strategies for risk mitigation. The simulation system serves as a starting point for defining and testing mitigation measures. The objective is to reduce risks within the maritime network structure, considering the constraints that costs for risk assessment as well as mitigation measures must not exceed the benefit of the expected risk reduction effects. Finally, an application case is presented in which the risk management process is being deployed and evaluated.
